Townhouses, infill and the older homes beside them in Parkdale

The 2021 Census counted 12,308 people in Parkdale and 4,753 occupied private dwellings: 2,596 separate houses (54.6%), 1,665 semi-detached, row, terrace or townhouse dwellings (35.0%) and 465 flats or apartments (9.8%), with other dwellings the remaining 0.3%. Put the attached and apartment types together and that is 2,130 homes, or 44.8%, just under half the suburb.

There is no council statement of a single building era for Parkdale, and we are not going to invent one. What Kingston's local history archive records is when the land sold: vacant allotments on the beach side of the railway in March 1921, the top of the numbered streets subdivided in January 1924, a subdivision off Warren Road towards the golf links, and a surge in turnover through 1944 and 1945. More than one generation of housing, which is why a job here starts with the board on the wall rather than a date.

Kingston's adopted 2021 Housing Strategy and Neighbourhood Character Study describes Increased Change areas as taking "townhouse and apartment development as well as detached houses … up to three storeys (11 metres)", and amendment C203king was gazetted on 2 May 2024, so that is an operative planning control rather than an intention. Increased Change areas in Parkdale allow up to three storeys, or 11 metres. Part of the numbered streets falls inside the walkable catchment of Thrift Park, in Mentone, which Kingston lists as a separate activity centre.

Electric vehicle chargers for two-car and three-car households

More than half of Parkdale's households run two or more vehicles, 2,699 of them at the 2021 Census, and 755 run three or more, which is 15.9%. That is the clearest thing Parkdale's census data says about electrical demand, and it is where charger questions start. Those counts are of registered motor vehicles garaged or parked at or near the dwelling on Census night; the ABS excludes motorbikes, scooters and heavy vehicles, and no dataset tells us how many of the vehicles are electric.

A fixed charger is wired to AS/NZS 3000 and dedicated to its own circuit. Mode 3 charging through a wall unit is typically faster than the Mode 2 lead that came with the car, and the practical limit is usually the switchboard and the available supply rather than the charger. We install Zappi, Tesla Wall Connector, Wallbox, Fronius, Ocular, SiGENERGY, GoodWe and Schneider EVlink units.

A charger install usually lands between $800 and $1,500. What moves it inside that range is the cabling run and the state of the board, which is why the assessment comes before the number.

Two cars on one driveway changes the brief: load management so both can charge without tripping the main, a second circuit roughed in while the walls are open, or one charger placed so either car reaches it. Our electric vehicle charger guide sets out the charging levels and the connector types.

Switchboard upgrades and safety switches in Parkdale

RCD (safety switch) protection of power point circuits has been required for new domestic wiring in Victoria since 1991, and was extended to both power and lighting circuits from 2001. Neither change reached an existing installation that was left alone: they applied to new homes, and to existing homes only where significant electrical work was undertaken. So a house wired before those dates may still have no RCD protection unless it has been upgraded. The 2018 edition of the Wiring Rules went further again, to all domestic final sub-circuits.

A rewireable ceramic fuse is not a safety switch and does not do the same job. The element melts, which is slow, not repeatable and has no defined trip characteristic, and it has to be rewired by hand instead of reset.

Parkdale is supplied through the United Energy distribution network. That matters when a board upgrade needs more supply than the existing single-phase service can carry, because the answer then involves the distributor as well as the electrician, and we tell you that at quote stage, not on the day.

Air conditioning in Parkdale

The Victorian Energy Upgrades co-payments changed on 30 September 2026, and only ducted systems and multi-splits of 10 kW or more are affected. The minimum co-payment now runs in three bands:

  • $3,000 including GST: ducted systems of any capacity, and multi-splits of 10 kW or more
  • $1,000: single-split non-ducted systems of 10 kW or more, and multi-splits under 10 kW
  • $200: single-split non-ducted systems under 10 kW

Plenty of trade pages still describe the old regime, so to be plain about what moved: the $3,000 rows rose, the $200 and $1,000 rows did not.

Residential multi-split incentives are capped at 20 kW of total rated cooling capacity, summed across the indoor units, residential only, not ducted.

A 2.5 kW or 3.5 kW split system starts from $1,359 supply and installed, after the rebate. Above that, reverse-cycle multi-split and ducted systems are quoted on the house. Parkdale runs down to the foreshore at the bottom of Birdwood Street, with Beach Road between the houses and Port Phillip Bay. Mitsubishi Electric's residential installation manual lists "salty places such as the seaside" among the places to avoid when siting an outdoor unit, where air conditioner trouble is liable to occur. It is a placement consideration and we treat it as one.

The midday tariff that needs a smart meter, not a roof

Victorian households can now sign up to the Midday Power Saver offer, which started on 1 October 2026. Electricity used between 11am and 2pm every day is billed at $0.00 per kilowatt-hour, up to 24 kilowatt-hours a day. Anything beyond that is billed at up to the solar soak rate.

It is a four-period time-of-use tariff (peak, off-peak, solar soak and free), so the three free hours sit inside a tariff structure rather than on top of your existing rates, and rates outside the window can be slightly higher. It is not automatically better for every household.

About 2.6 million Victorian households are eligible. What it needs is a smart meter, not a roof, not solar and not a battery. Licensed electricity retailers with 1,000 or more residential customers have to offer it, but it is opt-in through your retailer: eligible is not the same as enrolled. The Essential Services Commission publishes the tariffs and polices the offer.

The government's figures put the saving at $149 to $428 a year for a household without an electric vehicle, on the basis of shifting 5 to 30% of consumption into the window, with a further $674 for a household charging an electric vehicle.

Two things about that land in Parkdale, and neither is about solar. Parkdale has 465 flats and apartments, where a roof of your own is not a given, and this tariff does not ask for one. And the $674 attaches to vehicle charging, in a suburb where 2,699 homes run two or more vehicles and 755 run three or more. A timer on the charger is the whole mechanism.

Solar installation in Parkdale

Solar Victoria's solar panel rebate is up to $1,400, with a matching interest-free loan repaid at $29.17 a month over four years, selected at application rather than afterwards. It is for owner-occupiers, on a household income under $150,000, on a property under $3 million, with no solar PV installed at the address in the past 10 years. The income cap came down from $210,000 on 1 July 2026.

On a townhouse that usually means working around a smaller roof plane and an owners corporation; on a separate house it more often means where the inverter goes and whether the board can take it.

Batteries, and the federal discount that steps down in 2027

There is no Victorian battery rebate. Solar Victoria is no longer taking applications for interest-free loans for the installation of a solar battery system, and existing loan customers keep repaying theirs. What exists is the federal small-scale certificate discount, and the Clean Energy Regulator describes it as "around a 30% discount on the upfront cost" of installing solar batteries.

The discount is tiered by size: in full on the first 14 kWh of usable capacity, 60% from above 14 kWh to 28 kWh, 15% from above 28 kWh to 50 kWh, and nothing counted above 50 kWh. Eligible systems run from 5 to 100 kWh nominal capacity. That taper is why we will not quote a dollar-per-kilowatt-hour figure; a 20 kWh battery averages well under the rate applying to its first 14 kWh, so any flat rate is wrong above that point.

The STC factor behind it steps down twice in 2027, not once: from 6.8 to 5.7 for installations from January to June 2027, then to 5.2 from July to December 2027. The program runs to 31 December 2030, and our battery rebate guide carries the current numbers.

The primary battery we install is the SiGENERGY SigenStor, a modular lithium iron phosphate system, and we are also a Tesla Powerwall Certified Installer and a Sonnen Certified Partner. Installed with its Sigen Energy Gateway it switches to backup on a blackout without a noticeable break. It is V2X ready, where the vehicle and the supporting equipment support it.

Hot water: heat pumps, and what changes for gas in March 2027

From 1 March 2027 a reticulated gas water heater cannot be installed or replaced in an existing Class 1 or Class 2 home, under plumbing regulation 45E. The main exemptions are insufficient space in the building or no suitable outdoor space for an alternative, a centralised gas system in an apartment building, and a case where going electric would not be lawful under another law, would need an alteration to a main switchboard or distribution board, or would need network augmentation beyond a basic or standard connection. Replacement during the manufacturer, supplier or installer warranty is also outside the rule, as is a like-for-like swap of a gas unit that needs no electricity to run. Repairs are still allowed, and the rule reaches pool and spa heaters attached to those homes. LPG sits outside it, because the definition the regulations adopt, from the Building Act, is natural gas connected through a gas company's meter assembly; the carve-out turns on the fuel, not on whether the gas arrives in a bottle or a pipe.

What the rule does not do is worth saying plainly. There is no forced disconnection, gas cooking is untouched, and so is gas space heating in an owner-occupied home: regulation 45E covers water heaters only, new-build gas appliances of any kind sit under 45B, and there is no end-of-life replacement ban for space heaters anywhere in the building electrification regulations. Rentals have their own minimum standards, below.

Replacing a gas unit, the Victorian Energy Upgrades discount is up to $560. Solar Victoria then covers 50% of what is left, up to $1,000, or up to $1,400 for a unit on its locally made product list: owner-occupied, property under $3 million, household income under $150,000, the system being replaced at least three years old, and the install done within 120 days of the QR code. Stacked, that is a combined maximum of $1,560, or $1,960 under the locally made cap.

Rental electrical safety checks in Parkdale

1,054 Parkdale homes are rented at the 2021 Census, more than one in five.

From 13 October 2026 the two-yearly gas and electrical safety check applies to every Victorian rental agreement, whether it commenced before, on or after that date; previously it reached only agreements entered into from 29 March 2021. Consumer Affairs Victoria pairs the gas and electrical checks rather than treating them separately, and its term for who carries them out is a "qualified tradesperson". The electrical check is work for a licensed or registered electrician, done to AS/NZS 3019:2022 Section 4 under the Residential Tenancies Regulations 2021.

Safety switches have been required on both power and lighting circuits in most rented homes since 29 March 2023, triggered by the rental agreement rather than the age of the house. The standard covers power outlets and lighting circuits; hard-wired circuits such as ovens and fixed air conditioners sit outside it, unless a fuse board is being replaced outright. Victoria's only retrofit trigger is tenancy, not age.

Two further dates sit ahead, and they are separate triggers. From 1 March 2027 a rental's fixed heater or hot water unit that fails and cannot be repaired must be replaced with an energy-efficient electric one, a heat pump or solar-electric in the case of hot water. That one runs from the date rather than from a new agreement, and a unit already in good working order is left alone. Separately, from the same date, a new agreement or a conversion to month-to-month requires ceiling insulation to R5.0 where none exists, installed after a licensed or registered electrician completes a pre-insulation electrical safety checklist. The heating specification is a 2-star GEMS non-ducted unit, or a ducted system with a GEMS Heating Seasonal Performance Factor of 3.2. From 1 July 2027 a separate draughtproofing standard covers external doors, windows and unsealed wall vents. Where gas appliances are present that one needs a pre-draughtproofing gas check by a gasfitter less than six months old, and draughtproofing is not permitted alongside open-flued or flueless gas appliances.

New builds and townhouse projects: no gas connection from 1 January 2027

From 1 January 2027 a building permit for a new home, and for what the government calls "most new commercial buildings", cannot include a reticulated gas connection. The new Building Regulation 37A is headed "Refusal of building permit", which is exactly what it does; it stops a building surveyor issuing the permit, rather than banning an appliance. It covers Classes 1 to 7, 9 and 10; Class 8 factory and industrial buildings are excluded; and the trigger is a new gas connection relating to the building work. Renovating a home that already has gas is not caught; adding a new connection to one that does not is. LPG is permitted. Separately, Plumbing Regulation 45C(1)(a) means an existing building with no gas connection cannot get one.

Parkdale had 1,665 semi-detached and townhouse dwellings at the 2021 Census, and Kingston's adopted Housing Strategy points further townhouse and apartment development at its Increased Change areas, so this is a live question here. In practice the electrical plan carries the hot water and the cooking, which changes the board, the circuits and the load calculation.

Commercial electrical work in Parkdale's shops and offices

Como Parade East and West carry Parkdale's shops, one on either side of the railway line, with a scatter of commercial lots along the Nepean Highway, an arterial Parkdale shares rather than owns. Under Clause 02.03 of the Kingston Planning Scheme, Parkdale is a Neighbourhood Activity Centre, listed with ten others alongside six Major Activity Centres elsewhere in the municipality. Kingston's adopted Urban Design Framework of July 2022 records that "a Heritage Overlay applies to multiple shops on Como Parade West".

For a business here the work is three-phase supply, commercial switchboards, commercial lighting and wiring, commercial Victorian Energy Upgrades projects, and EV charging for business premises.

One thing to flag for a Como Parade trader: the Midday Power Saver is not available for small business customers. It is a residential offer, so a shop cannot take it up on the strength of the household version.

Parkdale after the level crossings: the new station

Parkdale Station opened to passengers for the first time on the morning of 2 August 2024. The two level crossings it replaced, on the Frankston line, were at Warrigal Road in Mentone and Parkers Road in Parkdale, and both are gone.

Before that, the Premier of Victoria's announcement recorded boom gates down for up to 44 minutes during the morning peak, with more than 20,000 vehicles travelling through the former level crossings each weekday.

The method was a rail bridge. Kingston Council's adopted Mentone to Parkdale Level Crossing Removal Urban Design Framework, July 2022, refers to "the Victorian Government's decision to progress an elevated rail solution" for the Warrigal and Parkers Road removals, and to "a new elevated station", design-stage wording from a council that had argued for a different outcome.

We had no part in any of it. It is here because it changed the shape of the suburb, and a page written as though the station were still a proposal would be out of date.

Where Parkdale ends: Mentone, Mordialloc and the bay

Parkdale borders two suburbs and no others. Mentone sits to the north-west and Mordialloc to the south-east, and Kingston's Urban Design Framework puts it plainly: Parkdale "is situated between the suburbs of Mentone and Mordialloc". The rest of the perimeter is Port Phillip Bay. The suburb is wholly inside the City of Kingston, about 23 kilometres south-east of the Melbourne CBD.

Not necessarily, and the suburb does not answer it; Kingston’s local history archive has land here selling from March 1921 through to 1944 and 1945, so there is no single wiring era to point at. The board settles it. If it still has rewireable ceramic fuses, those circuits have no residual current protection at all.

A building permit issued from that date cannot include a reticulated gas connection, so hot water, cooking and heating all come back to the electrical design. A project already permitted, or certified as substantially designed before that date, is not caught, and renovating a home that already has gas is not caught either.

It depends on whether you can move consumption into the 11am to 2pm window, and a charger on a timer is the easiest way to do that. You need a smart meter, and you have to ask your retailer; eligibility is not enrolment.
