Electrical work in Bentleigh
Most calls we take here are ordinary electrical work on houses that have been added to more than once. Glen Eira's heritage citation for HO69 dates the suburb's key phase of development to "early 1920s to early 1950s", period "Interwar and early Post-WWII", with eight subdivisions released between 1923 and 1929. The prevailing style the council records is the Californian bungalow, alongside Spanish Mission, Old English and Moderne.
What those houses are made of matters for wiring. The council describes Bentleigh's Interwar walls as red, clinker and tapestry face brick or render, with terracotta tiled roofs and some weatherboard. Cream brick appears here only as the marker of the later, smaller post-war group, not the suburb's dominant material, which is one reason this page reads differently from Bentleigh East.

Switchboards, safety switches and fuse boxes
A 1920s or 1930s Bentleigh house predates residual current protection by six decades, and the council records original fabric surviving in the suburb's better streetscapes.
RCD (safety switch) protection of power point circuits has been required for new domestic wiring since the 1991 edition of the Wiring Rules (AS 3000-1991), and the requirement was extended to lighting circuits with the 2007 edition (AS/NZS 3000:2007), which took effect in Victoria in 2008. Neither change was retrospective, so a home wired before those dates may still have no RCD protection unless it has been upgraded.
Boards of that age are often ceramic and rewireable. A rewireable fuse is not inert, under overload or a short the element melts and the circuit opens. Its operation is less controlled and less repeatable than a modern circuit breaker, because the result depends on the wire fitted. Once it has gone, someone fits new fuse wire; there is no switch to push back up.

Air conditioning in Bentleigh
A 2.5 kW or 3.5 kW split system starts from $1,359 supply and installed, after the rebate. That starting price holds up to 3.5kW; larger heads are quoted on the job, and final pricing depends on the property and installation requirements. High Interwar ceilings and solid masonry walls change the heat load room by room, so we measure before specifying a capacity. From 30 September 2026 the minimum customer co-payment under Victorian Energy Upgrades rose to $3,000 including GST for ducted systems at any capacity and for multi-splits rated 10 kW or more. It did not change the minimum for a single-split system below 10 kW, though most local pages still describe the old regime. The Essential Services Commission's table has three tiers, and two did not change:
- $200, a single-split non-ducted system below 10 kW. Unchanged.
- $1,000, a single-split non-ducted system of 10 kW or above, and a multi-split below 10 kW. Unchanged. A 12 kW single-split sits here, not at $200 and not at $3,000.
- $3,000, ducted at any capacity, and multi-splits of 10 kW or more. This is the tier that rose.
A 2.5 kW or 3.5 kW split is a non-ducted single-split under 10 kW, so the $1,359 starting price sits in the tier that did not move. Residential multi-split incentives are capped at 20 kW, which does not apply to ducted. The largest reverse-cycle discounts go to a big ducted system replacing ducted gas, an indicative $5,530 at most, moving with the product, the install and the certificate price on the day.

The Midday Power Saver tariff
From 1 October 2026, Victorian retailers with 1,000 customers or more must offer the Midday Power Saver tariff: free electricity daily from 11am to 2pm, the window in which solar output across the state runs highest. About 2.6 million households are eligible, and a smart meter is all that is needed, no solar, no battery, no roof. That makes it the one measure here fully available to an apartment.
Three caveats. It is capped at 24 kWh a day. Eligible is not enrolled, it is opt-in, and nothing changes on your bill automatically. And the obligation sits on the retailer, which is not the same as an offer being in market. Ring your retailer and ask whether they have one.
The government estimate is $149 to $428 a year for a household shifting 5% to 30% of its consumption into the window, and up to an additional $674 for households that charge an EV in the free window. Those figures assume the house can move load: hot water on a timer, a charger that schedules, a battery filling in the window and emptying into the evening peak, cooling run ahead of the afternoon rather than during it. Each needs the circuit and protection to carry it. The tariff is residential and not available to small business customers.
Solar panel installation
Start with the honest part: about one in five households here, the 1,315 in flats and apartments, cannot install a private rooftop system, because the roof is common property. The route that does exist is Solar for Apartments, where the owners corporation applies, not the individual owner: rebates of up to $2,800 per apartment, up to $140,000 per building, open to 30 June 2027. Many townhouses and semi-detached homes can, though a shared roof or an owners corporation may still have a say. If that is you, the useful measures are reverse-cycle heating and cooling, heat pump hot water, a charger where the parking allows, and the Midday Power Saver tariff. We would rather say so than quote a system you cannot have.
Then the heritage overlay. HO69 covers part of Bentleigh, and Clause 43.01-1 means a solar panel not visible from a street, other than a lane, or from a public park needs no planning permit under the overlay. Glen Eira's planning scheme lists HO69 as the Bentleigh Residential Precinct with solar energy system controls applying, so where panels would be visible from a street other than a lane, or from a public park, a permit is required. That is a VicSmart application on a 10 business day pathway, not a refusal. HO69 is not the only Bentleigh heritage precinct with these controls: HO160 (Bentleigh Retail Precinct), HO168 (Rose Hill Estate), HO169 (Bentleigh Heights Estate) and HO188 (Field Street) also specify that solar energy system controls apply.
Terrain also varies within the suburb, so we assess orientation and shading per property. The council puts it plainly: the land is "essentially flat at the western end, though is more undulating at the eastern end".
For an owner-occupied home, Solar Victoria's solar panel rebate is up to $1,400 with a matching interest-free loan at $29.17 a month, for household income under $150,000, reduced from $210,000 on 1 July 2026, a property under $3 million, and no PV at the address in the past 10 years. Solar batteries
There is currently no Victorian upfront battery rebate and no new Solar Victoria battery loan. Solar Victoria's battery offer closed and has not reopened, whatever else you may read locally. The federal discount is the main upfront battery incentive rather than the only support available, since retailer and virtual power plant offers sit outside it and vary.
It tapers in three bands rather than stopping dead: the first 14 kWh of usable capacity earns certificates at full rate, above 14 kWh up to 28 kWh at 60%, and above 28 kWh up to 50 kWh at 15%. Nothing above 50 kWh qualifies, and eligible systems run from 5 kWh to 100 kWh, so capacity past 14 kWh still earns at a reducing rate, not nothing.
The deadline that matters is 1 January 2027, when the certificate factor drops from 6.8 to 5.7, roughly $250 down to around $210 per usable kWh at current certificate prices. That is not an annual step: it falls again to 5.2 on 1 July 2027, so the incentive reduces twice inside 2027, and the program runs to the end of 2030.

EV charger installation
The EV question in Bentleigh is not about driveways. 3,473 households here run two or more vehicles, about 52%, and many park in tandem spaces, basements or allocated bays rather than a garage of their own. That is the harder charging problem, not the easier one.
Where the parking is yours, a fixed Mode 3 unit is typically faster than a portable Mode 2 lead. It runs on a dedicated circuit with dedicated protection instead of competing with the rest of the house for one power point, and it will hold a schedule, which is what makes the Midday Power Saver window usable. Fixed installations must comply with AS/NZS 3000, the Wiring Rules, and Victorian electrical safety requirements. In a heritage overlay property, an EV charging station visible from a street other than a lane, or from a public park, can also need a planning permit.

Heat pump hot water and the 2027 gas rules
From 1 March 2027, a mains gas hot water system in an existing Victorian home must be replaced with an efficient electric unit when it breaks and cannot be repaired. Exemptions apply.
Be clear what that rule is not. Nobody is cutting off your gas supply. A unit that works, or can be repaired, stays in service. Gas cooking is untouched, and so is gas space heating where the owner lives in the home, rentals sit under separate minimum standards, below. The case for acting early is that a planned swap means you pick the unit, pick the week, and collect both rebates.
Replacing a gas hot water system attracts a $560 Victorian Energy Upgrades discount. Solar Victoria then adds 50% of what remains, capped at $1,000, or $1,400 for a locally made unit, a combined maximum of $1,560 on a gas replacement, or $1,960 with the locally made cap. Published totals higher than that use the inefficient-electric rate and overstate a gas job. Where an inefficient electric tank is being replaced instead, the VEU rate is $630.

Rental electrical safety checks in Bentleigh
1,915 of Bentleigh's 6,723 occupied private dwellings are rented, 28.5%, more than one in four. If you own one of them, three dates apply.
From 13 October 2026 the two-yearly electrical safety check applies to all rental agreements, whether they commenced before, on or after that date; the earlier limit to agreements from 29 March 2021 is gone. Consumer Affairs Victoria pairs the gas and electrical checks, and only a licensed or registered electrician may do the electrical one, to AS/NZS 3019:2022 Section 4.
The electrical safety minimum standard commenced on 29 March 2023: a modern switchboard with circuit breakers and safety switches on power point and lighting circuits. It applies to rental agreements covered by Victoria's minimum standards, those that started on or after 29 March 2021 or became periodic after it, by the agreement rather than the building's age. What it costs depends on the board already there, and the difference is larger than most landlords expect. Where the switchboard is already a circuit breaker type, the power point and lighting circuits are the ones that need adding to, and fixed cooking, hot water and air conditioning circuits do not. Where it is an older panel-and-fuse or federal fuse board, an electrician may not be able to add circuit breaker components and may have to replace the whole switchboard, and then Consumer Affairs Victoria requires circuit breaker components for every circuit at the board, including those three. On 1920s and 1930s Bentleigh stock that second case is the one to budget for, which is why we read the board before quoting a rental compliance job.
From 1 March 2027 the standards extend to heating and hot water on a failure that cannot be repaired, and to ceiling insulation of R5.0 by a qualified installer where none exists, triggered by a new agreement or a conversion to month-to-month. From 1 July 2027, draughtproofing applies to external doors, windows and unsealed wall vents, and a gas safety check under six months old is required where gas appliances are present, though draughtproofing is not permitted alongside open-flued or flueless gas appliances. Commercial electrical for the Centre Road strip
Bentleigh has no industrial base, but it has a real shopping strip. Work along Centre Road tends to be three-phase supply, commercial switchboards, retail fit-outs and lighting, plus commercial Victorian Energy Upgrades projects and commercial EV charging.
One date belongs in front of any trader planning a rebuild. From 1 January 2027, a building surveyor cannot issue a building permit for a new home or most new commercial buildings where the work involves a new reticulated gas connection. It covers Classes 1 to 7, 9 and 10; Class 8 factories are excluded, which is why "industrial" is the wrong word for it. What sets it off is the date the permit is issued; renovation work on a building already standing stays outside it. Bentleigh, the station and the activity centre
Bentleigh sits in the City of Glen Eira, postcode 3204, with 17,921 residents at the 2021 Census, 6,723 occupied private dwellings, a median age of 39, average household size of 2.6 and median weekly household income of $2,263.
Bentleigh station reopened on 29 August 2016 after the Centre Road level crossing was removed by lowering the rail line into a trench up to seven metres deep, the Level Crossing Removal Project's figure, excavating more than 250,000 cubic metres and closing the Frankston line for 37 days. The same works removed three crossings on the Frankston line: Centre Road in Bentleigh, North Road in Ormond and McKinnon Road in McKinnon, where boom gates had been down up to 45 minutes during the two-hour morning peak.
More change is proposed. The final plan for the Bentleigh Major Activity Centre was released in June 2026 and proposes heights generally between 6 and 8 storeys, with 10 storeys on a small number of larger strategic sites, the Woolworths and RSL site, and the Coles site. That is a one to two storey increase on the Structure Plan whose amendment Council endorsed on 23 July 2024, and Bentleigh sits in Stage 2 of the state Activity Centres Program. These are proposed heights, not approved dwellings.
The heritage precinct runs between Centre Road and Brewer Road, its western section from Milton Street to Campbell Street and its eastern from Burgess Street to Mitchell Street. The most intact streetscapes are Cairnes Grove and Sunnyside Grove, with Canary Island Date Palms along the railway reserve east of Burgess Street. Glen Eira describes the precinct's houses as typically on allotments in the order of 15 x 42-43 metres.
