Electrician in Frankston: air conditioning, ducted heating and solar
Looking for an electrician in Frankston? Helcro Electrical (REC 35448) has worked across Melbourne’s South East since 2006, and every job is done by our own licensed electricians, never subcontractors. We cover Frankston and Frankston South (both 3199) and Frankston North (3200), about 21 to 26 km south-south-east of our Cheltenham workshop. The work: air conditioning and heating, switchboards in post-war houses, solar, batteries, heat pump hot water and everyday faults.

Heating and cooling: ducted air conditioning, multi-splits and split systems
Ducted reverse cycle can heat the rooms your gas ducted heating serves, and cool them in summer too. Victorian Energy Upgrades (VEU) discounts reach up to $5,530 for replacing a ducted gas heater with efficient ducted reverse cycle (the largest systems), and up to $1,610 for replacing a non-ducted gas space heater with efficient reverse cycle. We're a VEU accredited provider, so the discount is taken off in the written quote, before any work starts.
The minimum co-payment changed on 30 September 2026: every ducted system, and any multi-split of 10 kW or more, carries a $3,000 minimum VEU co-payment, while a single-split under 10 kW keeps the $200 floor (how the VEU discount works).
No ducts? A multi-split puts a wall unit in each room, all on one outdoor unit. A 12 kW Mitsubishi Electric, Fujitsu or Panasonic with 3 to 4 heads is about $10,000 to $11,000 installed, including GST, with no rebate taken off. For ducted figures, try our ducted air conditioning cost calculator.
One room only? A single split suits a bedroom or a townhouse living room, from $1,618 (Haier 2.5 kW) on a standard back-to-back install, before any rebate (split system prices).
Sizing is a site job: the Victorian Government's buying guide tells households to "Make sure installers visit your home to check what size is right for your property", and our air conditioner size calculator gives a first figure. We look at the switchboard on that visit too, as the state's Power Up Your Home guide says "Switchboard upgrades are more likely to be required in older homes".
Close to the bay? Sea air shortens an outdoor unit's life, and a specially protected model is available on request.
For air conditioning installation we fit Mitsubishi Electric, Daikin, Haier, Rinnai, Mitsubishi Heavy Industries, Fujitsu, Carrier, Midea and Panasonic. Already bought a unit? As a rule we don't fit customer-supplied air conditioners, because it's unclear who is responsible if something goes wrong.
Frankston, Frankston South and Frankston North: three housing mixes
- Frankston: 3,082 homes (20.3%, Victoria 13.9%) were semi-detached, row or terrace houses or townhouses at the 2021 Census, and 928 were flats or apartments.
- Frankston South: 5,858 homes (85.9%, Victoria 73.4%) were separate houses at the 2021 Census, and 2,969 (43.5%, Victoria 36.9%) had two registered motor vehicles.
- Frankston North: 1,998 homes (93.0%, Victoria 73.4%) were separate houses at the 2021 Census, and none were flats.
Townhouses and units. Under Consumer Affairs Victoria's guidance, unless the owners corporation (body corporate) has expressly authorised it, a lot owner must not alter common property. A new circuit starts at the building's main switchboard or your own sub-board, depending on the wiring and what the owners corporation or job specification asks for.
EV chargers. Fitting a home EV charger on a driveway or in a garage typically takes one day. In a shared car park, the owners corporation must approve the work whenever the charger, its cable run or its supply touches common property, which the plan of subdivision defines. By law a registered electrical contractor must install it, and we register it on United Energy's myEnergy for you (types of home charger).
Rentals. At the 2021 Census, 5,945 Frankston homes (39.1%) and 971 in Frankston North (45.2%) were rented, against 28.5% across Victoria. Every two years, the rental provider (landlord) must have both a gas and an electrical safety check done. We do the electrical check and send the rental provider the written record; gas needs a licensed or registered gasfitter (rental safety checks).
Switchboards in houses built between 1955 and 1980
Frankston City Council's 2023 Neighbourhood Character Review found that the coastal suburbs, Frankston, Frankston South and Frankston North among them, show "a Post-War base, with most buildings constructed between 1955 to 1980".
Victoria has required safety switches (RCDs) on power circuits in new wiring since the early 1990s, and on lighting circuits since 2001. A house wired between 1955 and 1980 may therefore have no RCD protection at all, unless it has been upgraded since (safety switch dates).
Buying one? Energy Safe Victoria says: "When buying a home built before the 1980s it is imperative the wiring is checked by a licensed electrical inspector or registered electrical contractor prior to moving in." We do that check as a registered electrical contractor; the check, not the year built, decides on rewiring, which is quoted in writing (wiring an old house).
An original board (many owners still call it the fuse box) also carries whatever you add: an EV charger, heat pump hot water, an induction cooktop, a multi-split or ducted reverse cycle. We check the board before anything else and quote any upgrade alongside the job that needs it (going all-electric).
Faults, power points, lights and cooktops
The everyday list: working out why the power keeps tripping, extra power points, smoke alarms wired in, ceiling fans, LED downlights, outdoor lights, and an oven or cooktop to connect. Induction cooktops we can supply and fit, or fit the one you've bought (residential electrical work).
For alarms, cameras and intercoms, our part is the electrical side only: we run the power they need (security systems). Shops and offices in central Frankston are covered by our commercial electrical work.
Frankston's Heritage Overlay: when a permit is needed
Of the City of Frankston's 70 Heritage Overlay places, 52 are listed under Frankston and Frankston South; the one precinct is the Davey Street Precinct in central Frankston, and no Frankston North address is listed.
On a Heritage Overlay property, a planning permit is needed when an air conditioner or EV charger would be visible from a street (other than a lane) or a public park. Frankston's schedule also turns on solar energy system controls for every locally listed place, so solar panels there face the same test. VicPlan shows whether your address is in an overlay, and we check the property before quoting any outdoor equipment.
Solar panels, home batteries and heat pump hot water
Our solar panel installations run from 5 kW to 30 kW. Two common sizes: 6.6 kW at about $6,000 and 10 kW at about $12,000, installed, with the federal STC discount taken off. We don't repair inverters or panels, and we normally don't work on solar systems other companies installed.
For home batteries we are a SiGENERGY Certified Installer, a Tesla Powerwall Certified Installer and a Sonnen Certified Partner, and we check your set-up qualifies first. There is no Victorian battery rebate, so the saving comes from the federal Cheaper Home Batteries Program: around a 30% discount on the upfront cost. The rate that counts is the one in force on the day your Certificate of Electrical Safety is issued, and it drops every 1 January and 1 July (battery rebate guide).
The Clean Energy Regulator has recorded 1,997 air-source heat pump water heaters in postcode 3199 since 2001 (data to 30 September 2026). A working gas appliance can keep being used, maintained and repaired as usual, but from 1 March 2027 a mains gas water heater in an existing home cannot be installed, or replaced with another one, unless an exemption applies (Victoria's gas rules).
For heat pump hot water we install iStore, Sanden, Emerald and Haier. An iStore 270L fitted as a straight swap is about $3,900 installed, including GST, before rebates. Our licensed plumber caps the gas and decommissions the old heater, and we remove it. The VEU discount, up to $560 when a heat pump replaces gas, is applied on our heat pump hot water installations (heat pump or gas hot water).
Credentials, warranties and who you'll meet

Workmanship warranties run 10 years for solar and batteries, 5 years for air conditioning and heat pump hot water, and 12 months for general electrical, EV charger and security electrical work. If you sell, they transfer to the new owner, on the terms in our warranty conditions.
