Air conditioning installation
A split system air conditioner installed on a standard back-to-back job starts at $1,618 (Haier 2.5 kW, including GST), with no rebate involved. We generally don't install air conditioners that customers have bought themselves, because it's unclear who is responsible if something goes wrong.
We install Mitsubishi Electric, Mitsubishi Heavy Industries, Daikin, Fujitsu, Panasonic, Haier, Rinnai, Carrier and Midea, for heating and cooling. Through Victorian Energy Upgrades (VEU) the discount is up to $1,610 when an efficient reverse cycle system replaces a non-ducted gas space heater, and up to $5,530 when ducted reverse cycle replaces ducted gas heating. The minimum you pay yourself, per product, including GST, runs from $200 for a single-split under 10 kW to $3,000 for a ducted system of any capacity or a multi-split of 10 kW or more (those rows rose on 30 September 2026; full co-payment table).

Switchboards and safety switches
The 2021 Census counted 21,976 people and 8,307 occupied private dwellings in Carrum Downs: 6,563 separate houses (79.0%, against 73.4% across Victoria) and 1,630 semi-detached, row or terrace houses and townhouses (19.6%, against 13.9% across Victoria).
Frankston City Council's 2023 neighbourhood character review found buildings in Carrum Downs are "mostly 1980 onwards", and the suburb "predominantly single storey".
Safety switches (RCDs) became compulsory on power circuits in new wiring in the early 1990s and on lighting circuits from 2001, and a house never upgraded since may have none (the full dates).
In a suburb built mostly after 1980, a 1980s house may have no safety switch at all, and a 1990s house one on the power points but not the lights.
A switchboard upgrade often comes before a ducted system, battery or EV charger, since each adds load. We check the board before we quote.

Home batteries for solar owners
The Clean Energy Regulator has recorded 3,378 small-scale solar systems in postcode 3201 since 2001, data to 30 September 2026. The busiest year was 2021, with 330; 2025 had at least 145.
From July 2025 to September 2026 it recorded 269 home batteries in postcode 3201, against 167 solar systems in the same 15 months. Many of those batteries joined solar already on the roof.
Under the federal Cheaper Home Batteries Program the target is around a 30% discount on the upfront cost, which is normally taken off the price when you buy. The discount steps down every 1 January and 1 July, and the rate that counts is the one in force on the date the Certificate of Electrical Safety is issued (current figures: battery rebate guide). There is no Victorian battery rebate. Whether a battery qualifies depends on the exact model and set-up, which we check before quoting.
We are a SiGENERGY Certified Installer, Tesla Powerwall Certified Installer and Sonnen Certified Partner: home battery installation. For new panels we install home systems from 5 kW to 30 kW (solar installation). Victoria's planning rules don't require a planning permit for rooftop solar that mainly powers your home unless the scheme specifically requires one, as a Heritage Overlay can; no Heritage Overlay applies in Carrum Downs.
Carrum Downs is on United Energy's network: a single-phase home can export up to 5 kW, with the limit for each address set at United Energy's pre-approval. Solar and battery jobs carry our workmanship warranty of 10 years from the commissioning date on the Certificate of Electrical Safety.
Heat pump hot water and the 2027 gas rules
From 1 March 2027, a mains gas water heater in an existing home that breaks and cannot be repaired, or is replaced for any other reason, must be replaced with an electric alternative; the same applies to gas pool heaters. Existing gas appliances can continue to be used, maintained and repaired as usual, and LPG is not impacted. Exemptions: Victoria's gas rules.
The Clean Energy Regulator has recorded 1,255 air-source heat pump water heaters in postcode 3201 since 2001.
We install iStore, Sanden, Emerald and Haier heat pump hot water systems. On a straight swap, an iStore 270L is about $3,900 installed, including GST, before rebates. Our licensed plumber disconnects and caps the gas, and we take the old unit away. We apply the VEU discount on our heat pump hot water installations (up to $560 when a heat pump replaces gas), and Solar Victoria's hot water rebate for eligible households is up to $1,000, or up to $1,400 for an eligible locally made product.
EV chargers for driveways and garages
At the 2021 Census, 3,286 Carrum Downs dwellings (39.6%, against 36.9% across Victoria) had two registered motor vehicles. Rental safety checks
At the 2021 Census, 2,267 Carrum Downs homes (27.3%) were rented, against 28.5% across Victoria. The rental provider (landlord) must arrange the check. Since 13 October 2026 every rental needs the two-yearly gas and electrical safety check, and new standards for hot water, heating and cooling start on 1 March 2027.
We do the electrical half of the check and leave a written report; a licensed or registered gasfitter does the gas check, only where there is gas.
