A Plain-English Guide to Victoria’s Energy Upgrades Program

Victoria’s Energy Upgrades program is one of the most generous household energy rebate schemes in the country — but it’s also one of the most poorly understood. Jargon like ‘VEECs’, ‘accredited providers’, and ‘eligible activities’ tends to get in the way of the simple message, which is: the Victorian government will significantly reduce the upfront cost of making your home more energy efficient.

Here’s what you actually need to know.

What is the VEU program?

The Victorian Energy Upgrades (VEU) program has been running since 2009 and has benefited more than 2.4 million Victorian households. It works by creating a financial incentive for accredited providers — businesses like Helcro Electrical — to offer energy-efficient products to households at a discounted price. The discount is funded through the creation of Victorian Energy Efficiency Certificates (VEECs), which represent one tonne of greenhouse gas emissions prevented, and are sold to energy retailers.

From your perspective as a homeowner, it’s simple: you get an upfront discount on eligible products when you go through an accredited provider. No claiming, no waiting, no rebate forms to fill in and submit.

The VEU program was recently legislated to run until 2045 — giving Victorians long-term certainty that these rebates will be there when they’re ready to upgrade.

What products are covered?

The program covers a range of energy-efficient upgrades. The most significant discounts currently available include: up to $5,530 when replacing a gas ducted heater with a reverse cycle air conditioner; up to $2,030 for a locally manufactured heat pump hot water system; up to $1,630 for other heat pump hot water systems; and up to $1,610 for replacing a gas space heater with reverse cycle.

Solar panels are covered under the Solar Homes program, which offers up to $2,800 upfront for rooftop solar installation. Interest-free loans of up to $8,800 are also available for home battery storage through Solar Victoria.

Global context: why now matters

Victoria is not operating in isolation. Around the world, governments are grappling with the same challenge: how to help households navigate the twin pressures of high energy prices and the need to reduce fossil fuel dependence. Australia’s electricity prices have risen significantly above inflation over the past two years, driven in part by global gas market volatility following the Russia-Ukraine conflict and ageing domestic coal infrastructure.

The VEU program is Victoria’s answer to that challenge — a practical, funded mechanism for getting efficient appliances into homes at a pace that actually moves the needle. Since going all-electric in 2023, the program has delivered rebates for 39,000 hot water systems and 19,000 reverse cycle air conditioners.
